The First State Commissioner was the head of the Executive Council (Conseil exécutif), i.e. the government. This position was equivalent to that of Prime Minister today and was used in Zaire from 1977 to 1990.


STATE COMMISSIONER

A state commissioner was a member of the Executive Council. The title and role of the state commissioner was equivalent to that of a minister today.


EXECUTIVE COUNCIL

The Executive Council was the national leadership of the Mouvement populaire de la Révolution (MPR), the only political party of the time. It was the government of Zaire from 1966 to 1990.


The Executive Council was placed under the direct authority of the Head of State. It was then chaired by the First State Commissioner, under whom the State Commissioners sat.
